Integrating Measurement and Verification in Existing Building Commissioning Projects

Commissioning providers are often challenged to determine the energy savings that result from their work in buildings. Most large commercial buildings have much of the required resources to monitor their energy use, and commissioning providers can adopt M&V methods to prove the energy benefits to building owners, while maintaining their attention on the building where it is needed.
This presentation will discuss the California Commissioning Collaborative’s guideline for verifying savings in EBCx projects, which informs commissioning service providers on how to design such an M&V program, including the approach, data requirements, calculation methodology, and integration into existing building commissioning.

Discover how the commissioning process is applied to building envelopes using the exterior enclosure technical requirements of NIBS Guideline 3-2006 in conjunction with ASHRAE Guideline 0-2005. This introduction will review fundamentals of building enclosure design and offer insight into commissioning the envelope from the pre-design phase through occupancy.
K. Owen Mertens is the Building Envelopes Manager with GRAEF, a national consulting firm offering diverse, multi-disciplinary and integrated services for the built and natural environment. Owen has more than 25 years of experience, including many building envelope commissioning projects with a variety of scopes of services, and received commissioning accreditation from the University of Wisconsin.

Completed system functional performance tests do not mean that commissioning-related testing is over. System integration testing ensures that interfaces between systems are functioning properly, such as verifying proper function of the complete HVAC system as it goes from normal power to emergency and back. NFPA requirements for smoke control testing are another example of integrated system testing.
Gaylon Richardson of Engineered Air Balance Co. in Houston, Texas, is an ASHRAE Fellow, an AABC certified test and balance engineer, and an ACG certified commissioning authority. He has served on numerous ASHRAE technical committees, and is the chair of AABC’s National Standards committee.

Leviton Lighting Management Division
David E. Weigand is the National Market Manager of Energy Management Controls for Leviton Lighting Management Division. Mr. Weigand has over 25 years experience in lighting/electrical consulting and the commissioning of lighting controls, and is responsible for developing and managing programs and products for the lighting energy efficiency field.
Mr. Weigand is active with state and national standards organizations on energy code writing and was one of the review consultants for California’s Title 24 development and ASHRAE/IES 90.1. He developed and administered Portland General Electric’s energy efficiency programs for lighting, and served as the manager of lighting and electrical standards for Starbucks Coffee Chain, where he developed programs for energy efficiency while creating unique lighted environments.
Konstantinos Papamichael, Ph.D.
California Lighting Technology Center
Konstantinos Papamichael is a professor in the Department of Environmental Design at the University of California, Davis, and is the Associate Director of the California Lighting Technology Center there.
During the last 25 years, Konstantinos has worked on development of energy efficiency strategies and technologies for buildings, focusing on fenestration systems and daylighting, as well as the integration of electric lighting and fenestration controls. He has designed and developed computer-based tools that facilitate energy and environmental impact considerations for building design and operation decision-making. His latest work in daylight harvesting controls was recognized by the Illuminating Engineering Society as a unique and significant advancement.

Mr. White has applied his philosophy of lighting design to a variety of projects including airports, high-end office buildings, museums, churches, restaurants, convention facilities and residences. His diverse background includes business development for deregulated electric utilities, marketing for a major building controls manufacturer, and performance lighting for theater, dance and opera.

LEED 2009 is approaching—are you ready? This presentation will detail the changes regarding commissioning requirements in all LEED 2009 updates, with special emphasis on the complete overhaul to retro-commissioning requirements that came with LEED-EB for Operations and Maintenance.

Paul is a board member of the Tennessee Environmental Council and is an active member and contributor to several state and national professional organizations. Ms. Armaghani will discuss her journey from commissioning skeptic to commissioning advocate, experiences in changing the construction culture, as well as an owner’s viewpoint on the value and lessons learned from the commissioning process.
Ms. Armaghani, LEED AP, is Assistant Director of Facilities Planning and Construction and visiting assistant professor in the College of Design, Planning and Construction at the University of Florida, which requires
third-party, enhanced commissioning on all of its projects.

A Systematic Approach to System Manuals

This session will impart a detailed understanding of what makes up a quality systems manual, where the information comes from, when it should be collated and distributed, and how it can be used to improve the maintenance and future operation of a building. A systems manual goes beyond O&M manuals by providing a collection of pertinent information specific to each system, which may include a list of the system’s equipment and components, the sequence of operation for that system, flow diagram, list of control setpoints, a portion of the TAB report for the system, as well as the relevant O&Ms.

Craig Hawkins has worked as a design/consulting engineer, design-build contractor, and since 1993 as a commissioning authority. A founding member of the Building Commissioning Association, Mr. Hawkins has given numerous commissioning-related seminars and speeches at national, state, and local venues. He is Vice President of Commissioning Operations for TestMarcx Commissioning Solutions.
